Since 2010, Benin has been engaged in an in-depth reform of the land sector. This reform, which covers legal, institutional plans as well as land security tools, resulted in the vote of the law n° 2017-15 of August 10th, 2017 modifying and completing the law n° 2013-001 of August 14th, 2013 on the Land Code (CFD) of the Republic of Benin. The code addresses the land question in its entirety and creates a new institutional framework. It also establishes the national cadastre and gives responsibilities to the Agence Nationale du Domaine et du Foncier (ANDF) for its implementation and management. To support the ANDF in this important mission, the Embassy of the Kingdom of the Netherlands to Benin has decided the funding of the Land Administration Modernization Project (PMAF). The main pillars of this project are, among others, the development of the land information system, and support for the collection of land data.
