The technical core of the modernised land administration will be the digital cadastre. Once developed the digital cadastre will store the land rights as registered during the field data collection in the project. Also existing parcels with a land title will be stored in the new system. Eventually the entire area of Benin must be registered in the digital cadastre.


Information model

The digital cadastre will be structured in accordance with the internationally standardised Land Information Domain Model (LADM, ISO standard ISO 19152:2012). The Benin country profile of LADM was defined in 2020. On the highest level the model distinguishes between three packages.

  1. The Party package refers to Persons, both natural and non-natural persons, but also (informal) groups of persons.

  2. The Administrative package refers to land rights: titled ownership and presumed ownership, but also land use rights like lease usufruct or servitudes. 

  3. The Spatial unit package refers to parcels. Parcels are the pieces of land to which the rights refer. Parcels will be defined for both private and public lands.

Digital cadastre

After fields data collection, public inspection and conflict resolving in a project area (a village or a city neighbourhood), each presumed owner will receive a document stating the registration of his/her right. But, as the land administration will be digital, not the paper document but the system will be the original source of data on presumed ownership.

Functionality will be developed to produce several information products, like ownership information of a single parcel, all parcels owned by one owner or a list of parcels with their owners for a specified area like a community.

Updating land rights data

As a land administration without possibilities for updating will be outdated the day after it was established, also updating functionality will be developed in the project. In collaboration with ANDF and other national and local authorities a simple but secure (Fit for Purpose) updating procedure will be developed. This will be operationalised by updating functions in the digital cadastre.
