Second wave of cadastral data collection
On 26 January 2022 the president of the Technical Committee for the Supervision of the Implementation of the National Cadastre (CTS) officially launched the second wave of cadastral data collection within the framework of the Benin Land Administration Modernisation Project (PMAF).
After obtaining encouraging results from the first wave of data collection in three districts of the municipalities of Bohicon and N'Dali, the CTS is launching the second wave of data collection in 10 other municipalities of Benin with a total coverage of 19 districts. These are urban areas in the municipalities of Porto-Novo, Cotonou, Seme-Podji, Abomey Calavi and Parakou and peri-urban and rural areas in the municipalities of Grand Popo, Aplahoue, Sakété, Pobé and Djougou.
The Dutch Ambassador, Mrs. To Tjoelker-Kleve, underlined the importance of land security for the development of Benin. As a donor of the PMAF project, she said that: "This support aims at a secure and inclusive access to land for individuals, youth, women, men producers and this is necessary for private investment in all economic sectors in general and especially in the agricultural sector to be ensured.
The Director-General of Benin’s National Cadastre Agency (ANDF), Mr. Victorien Kougblenou, in his speech explained that the national cadastre is carried out in collaboration with several partners such as Benin’s National Geographic Institute, the Order of Surveyors, the municipalities and external partners. This collaboration "allows us today to elaborate and put the cadastre online in a progressive way".
According to the president of Benin’s National Association of Municipalities (ANCB), Mr. Luc Setjondi Atrokpo: "The project to set up the national land registry, a unique database on the holders of land rights, will make it possible to limit, or even eradicate, all possibilities of fraud [...] It is therefore a unique opportunity that is offered to the municipalities to provide better services to the population and to accelerate the implementation of development actions at the local level.
Following speeches by the Dutch Ambassador, the DG of ANDF and the President of ANCB, the President of CTS, Mr Alban Bienvenu Bessan, officially launched the second wave of cadastral data collection in the following terms: "It is with the fervent wish to see this work completed within a reasonable timeframe that I am officially launching the start of the second wave of cadastral data collection in the 10 municipalities indicated. Long live Benin! Long live cooperation for development!
All the populations of the districts concerned are therefore invited to register their land to improve the level of land security. Actors at various levels are invited to mobilise for a successful outcome of the operation for the benefit of all.
