Benin and the Netherlands work together on a sustainable land administration in Benin.

Currently, only 60.000 of the estimated 8 million parcels are formally registered in Benin. To speed up the introduction of a national land administration, a consortium of three parties work together in a four year project called PMAF, funded by the Netherlands government through its Embassy in Cotonou.

Our Methodology

Fit-for-Purpose is an inclusive, participative and affordable approach in order to achieve national coverage of the land administration. Fit-for-Purpose means that the land administration systems – and the underlying spatial framework of large scale mapping – should be designed for the purpose of managing current land issues within Benin, rather than simply following more advanced technical standards. A flexible and pragmatic approach that is ‘Fit for purpose’ means that land administration systems are simple at the start and can improve over time whenever necessary or relevant. It is a dynamic process: purposes evolve, thus administrations do as well. To be able to meet the people’s needs, the project also ensures that the interests of disadvantaged groups are translated into concrete policies and actions (having therefore consequences for the administrative system). This involves participatory decision-making methods but also lobbying and advocacy on behalf of these groups for the development of a national cadastre meeting the needs existing in all their diversity.
